I had a look at this now and I can’t see any construction, just planned objects? You need to convert planned objects (orange) to construction orders (blue) in order for construction to begin.
Question: how is incoming bagage distributed over available bagage carousels? I have 4 connected to a single bagage bay, but 3 of them are idling and 1 is busy handling 4 incoming flights.
edit: I double checked to make sure they are all connected and open

I have objects that plopped down the old way and not through the new design tool. I have over 5,000 objects to construct but the contractors are just standing still at their bus stop. I tried reloading the save, canceling the contract and signing with a new company; nothing has worked. I noticed this problem today after the 3.4 upgrade. 1st time playing since the push. I sent in a bug report – ACEO – 38037.
I see the issue, it’ll be fixed in the next update.

It seems to be a bug that passengers prefer seating areas in ground level close to the gate even when it is connected by jetways. Noticed that too.
By sending a bug report. It happens always when the street is directly connected on this side to the medium stand.
Yer I think it is a case of proximity to target (the boarding desk) or from entrance (near way out from the security search area until gate advertised)
I think the game only works out best option for seating and other facilities based on horizontal distance regardless of which floor level up and down. Can be frustrating, staff often cross complicated long routes to reach a bathroom on different level above or below them, rather than a one few steps across the same floor.
Build baggage claims in Secure zone, then this will not happen.
It IS in the secure zone. I started putting Baggage Claim in the secure zone to stop the departing PAX awaiting Check-in sitting in there rather than the Check-in hall. Now I’ve got the departing PAX that have cleared Security sitting in Baggage Claim waiting for boarding.

Just following up on the contractors being deadlocked. Was beta 4.0-1 pushed to the default branch? I’m playing on Steam with auto updates and my version is still 3.4-0. I haven’t been able to play since reporting the issue last week. Just logged back in today and still have the issue with contractors not able to build anything. Thanks!
No, beta 4 is still only available on the experimental branch.
Though at least for me, its as stable as default
