I tried to send this using the in-game Bug Report tool. It failed.
The problem requires that I demonstrate that I cannot place the Catering Depot at this location. I require the mouse to click on the Bug Reporter tool, which causes the Catering Depot construction red outline to move with it.
In the image below, I cannot place the Catering Depot at the location indicated, because it states I’m trying to place it below a terminal. I am not placing it below the terminal. I’m placing this on Level 0. There is nothing above nor below this location. If I move the placement up four blocks, I can place it. I can place other objects in the same location as the lowest edge of the Depot.
Are you able to take a screenshot from level 3 just in case you missed something
First, there are no light posts at that location. Those lightposts you see are actually part of the Catering Depot. Second, before posting, I checked all levels; nothing on any level at that location. No screenshot required to validate my claim.
EDIT: and now, an update. I saved and closed my game. Even rebooted my computer. I can now place the Catering Depot (with their included light posts) at that location. Again, I changed nothing, I removed nothing. and so it goes.
Thanks for your suggestions. So there was a bug. Albeit, resolved by restarting the game.
Hi I have built a new airport in alpha 35 but after having around 1k pax, the game keeps randomly spiking my cpu to 100% and its creating stutters every 2 to 3 seconds.
It only seems to do it when I have 2 terminal zones in use.
Bug report it.
I have dude, Its literall pegging all 6 cores to max lol. ACEO-25682

Help Im Trying To Build A Second Floor But My Workers Cant Seem To Be Finding A Path To Build Please Help!
Is there a staircase or some way for the workers to reach that level?

Not that I’m aware off ingame.
Maybe you could fumble in the save-game-files but I wouldn’t recommend that.
@dallas proposed to implement a sniper. Maybe that’s the Texan approach. 
Better double-check the zones and walls or wait. Sometimes they just de-spawn, I guess. You could also build a temporary way out (subway, maybe with an additional security exit or now also a passport control).
Pretty sure he proposed a hitman. With my billion dollars in my airport according to the game, I shall hire 3.
