I understood “Zzz” next to a passenger means the passenger wants to sit down. If so, this image shows many chairs are available (there are many more outside the frame). If my information is correct, why aren’t they sitting to be rid of the Zzz?

If chairs, sofas, gate seats are located in restaurant area they won’t use them unless they buy something from it. Other than that be sure to have access paths to chairs, gate seats sofas etc. Also try to build some bathrooms sometimes they need to use it.
These Chairs are in a restaurant. I have Bathrooms nearby which are being used.
They want to sit, do you have seats in the common area?
