want to only use Cargo and not people
Currently, the devs are working on a new game, such a DLC is not likely to come for a very long time. In the meantime, you can use Airport CEO tweaks for cargo flights that don’t have passengers, but you still need a terminal set up for them like with normal passenger operations (I think).
