This situation has been around for quite a while. Staff and pax simply standing around. Here, four (of six) Security Checkpoints will not open for lack of Security Staff, Yet, here they stand. Doing what? Who the h*ll knows. And, yes, there are bug reports about this. Contractors are especially egregious. Hire 100–all with jobs to do-- and they just stand around. Save and Reload does not clear the situation. As I type this, I have over 10000 pax in the terminal. Fewer than 100 are moving. They won’t leave. They all just stand around.
As you know you are playing on experimental branch and it is expected that experimental branch can have many bugs in it. An update on experimental branch doesn’t mean that bugs may or may not be fixed with it.
That’s why you should report every issue to developers via in game bug report system with proper explanation.
I know it’s experimental. I know bugs are to be expected. This bug has been reported a few times, and it still persists. No need to add to the devs already heavy workload with yet another bug report. But, thanks for your input.

You should. Every in-game bug report includes game version and other essential game files with it so that developers can find the cause of issues easily.

I let the game process for a few minutes, then paused, to give time for calculating, then let go forward, a.s.o.
So please look at game time and game status (pause/play).
The contractors not moving is truly annoying. I have to fire all contractors, then rehire them to put them in motion. Then, when I rehire them, they don’t do a damned thing. They just hang around the drop-off area. Construction is already painfully slow. This exacerbates the situation.
SUGGESTION: an Instant Build Function settable in the F10 menu. When an item is ordered to be built, the bank account is charged and the item instantly built or destroyed. This would be active ONLY when the the game is NOT paused. If paused, there is no instant build. When pause is then turned off, the instant build activates to build everything built/destroyed while in pause.
There is a such thing as an “Instant Build” function accessed through the F10 button. If you un-check the “simulate construction” and the “simulate material,” everything you build after that will instantly spawn without having to dispatch contractors, or even having a signed contract for contractors. The same can be done for demolishing items. Hope that helps.
Tried to figure out any indicator, but can’t.
As soon as pax are in my airport, this counter rises steadily until I pause game.
From 1000+ on, nothing is working any more.
I guess from value around 200+ I can see piling up pax everywhere.
When pausing game, until value is 0 all stuck pax are moving again, when game going on. But doesn’t last long, as counter is soon up again.
If game was running for a few hours, counter becomes very inertial. Even if game is paused, then, counter goes down very very slowly… S&R helps, newly loaded game is handling tasks much faster.
Unfortunately loading takes up to 30mins…
directly after reload, astar counter is fine, between 30-120, but all in all pax flow is smooth.
nevertheless, airport staff still refuses to go to boarding desks in time (at 1of5 flights) so planes are late, however.
same with security checkpoints, security staff is idling, while checkpoints are unmanned. not too much, about 6of10 checkpoints operating regularly…
Edit: another observation:
As long as no PAX are in my airport, construction is working fine and astar queue values are too. Bat as soon as some PAX are entering my airport (while construction is ongoing) astar queue is rising massively and av astar calc goes up to 120ms+.
To bring values down again, I have to pause the game for quite a while…
