Service truck / vehicle shortage

Hello,
In the operation menu > Job task > vehicle, I always have a shortage of service vehicle although I have 12 and only 2 of them performing a task and the rest is idling. Then I buy a new service vehicle until I have 20 but it’s also said that I have a service vehicle shortage. Is it a bug?

Unclaimed jobs show as a shortage. The question is why are they unclaimed. Have the vehicles got stuck somewhere. Is there an area they cannot get to?

I have 2 vehicle depo and all connected to service road and airplane stand. All of the area is secure area so the ramp agent can access it.
