For some reason, these rings of light appeared around all of the light sources. has anyone else had this bug? 
What is your graphic settings? Full Screen or Windowed? Resolution?

There only appeared to be one option in graphics settings, ‘Vsync’, and it was turned off. I am playing full screened, and my resolution in 2560 by 1600.
(Also, the screenshots I took do not render the correct brightness for the game, I do not know why they do that.)
But if you reload the old one, does it appear again? If so it sounds like it has something to do with the number of built light sources in the game.

No, the problem has disappeared with with my older save as well.
Strange, might have something to do with the impact on your graphics card over time. I presume you are on a Mac?
