Red question mark over baggage claim

I keep getting this red question mark over the baggage claim area. I have a clear path between the cargo bay and baggage bay and It is a secure area. What could be causing this?

Likely a missing belt path or something. I also think there was mention of this as a bug.

Double check the route from the check in desk to baggage bay and baggage bay to arrival belt don’t have any flow direction gap and that the direction is correct.

I just realized that I accidentally made the baggage belt go to the wrong baggage claim.
