I was trying to build a public road between two tunnels. But this road stays above the ground, not underground. Why? What have I done wrong? Please help!!
Switch to a different level with Page Up/Page down.
Towards the bottom left you can see a number which most likely will be 0 for you as your building on the default level. Once it’s -1 you can connect the tunnels.
