As a extension to assigning staff to zones, you could also implement picking and throwing them to different location. That could add some micro management to the gameplay.
Did you play Roller Caoster Tycoon? :D, that game made that very easy.
I know this from Theme Hospital and Dungeon Keeper. In DK you had to use quite often, and in Theme Hospital that was rather a secondary feature.
Of course please do not spoil the gameplay with it!
Without a perfect AI pathfinder that could be necessary in some cases. (e.g. if the Ramp Agent found the route through the baggage claim (the longest possible) instead using the door next to staff room, and the plane is waiting only for a service check round)
