When you build an oil truck before your fuel depot is ready, it is not connected to the fuel depot and will not service Oil to airplanes I think. Can someone confirm?
Confirmed 
You need an active fuel depot and an active fuel contract.
Then someone will come over and fill up your fuel depot.
Then your own trucks will take gas from there
It does not fill up when it is in your vehicle depot and the oil depot is ready, it just stands idle, even when there is oil in the then finished depot.
And you are sure that the fuel depot and the truck have the same fuel type?
And you have a signed fuel contract?
And fuel in your fuel depot?
Yes, I am testing Extreem mode, then you can not afford 2 fuel procurements :P…

I started a new game already, I forgot to safe the old one… I did 4 extreme game starts last 30 min already :P, sorry ;). - now waited until the oil structure completed, now it is filled up.
Enable fuel services as well, i always forget that step.

Oh, I had only the first enabled in my current game, thx! That is a warning that we should get in mssg center.
I can confirm this does happen on all play levels. I had bought 3 oil trucks and they all went into the service depot. When the oil truck came and filled the tanks, the trucks never came out of the service depot. Removing and placing a new oil depot had no effect. I then proceeded to purchase 3 more trucks and those trucks just sit on the roadway doing nothing.
