On my airport it was possible to spend money while the airport had a negative balance (to repair a landing strip), is that meant to be possible?
Normally no. But the balance does not always update itself immediately, so it might be that you had money coming in that wasn’t showing just yet

Can you spend money in other ways? i.e. building? It could be that the repair function just doesn’t check it yet
