My General Aviation Hates Me -- Why?

I have 9 Small Stands dedicated to GA; they don’t share with commercial air. I’m providing Fueling. The Stands are concrete, not grass. GA has it’s own dedicated taxiway and runway. The other four runways are for jets. My CFO has set fuel, stand usage, and runway usage fees low.

Yet, my GA rating is 0.0%. Apparently, I’m the scum of the earth. How can I raise my GA rating?
