International flight passengers can't leave? [Solved]

Everyone incoming from an international flight can’t find a way out, says to make sure a customs booth is accessible but i’m not sure what is meant by that? i’ve put passport control by the exits as i thought it may be this but doesn’t seem to work…

am i missing something insanely simple?

just loaded the game back up to take a screeny for you and its fixed itself just needed to restart the game for some reason.

i imagine it must of been the passport control on the exit of international for future!
