There is no such mod yet. Not sure if it’s planned and in which decade. There are only 2 very busy modders working on code mods.

No, there is no setting or file you can change for default contracts. If you don’t reach the numbers may use contracts a lower star level. 1 star usually have a sales target from 30 or 35 which should be possible.
