IRL incoming bags are not scanned
You can simulate customs right now by scanning for specific things that could be banned by the country. I believe 2 or 3 of the specific scanners would cover customs related issues while those issues perhaps are not important to outgoing bags.
Never occurred to me to add scanners on the exit of cargo bay.
Is that really necessary? I mean, does it increase my airport overall rate?

No. The image shows a real waste of money and space. Unless, OP is simulating Customs Inspection.
