Hi, I have just made a baggage conveyer belt system and when I opened everything it said ‘a conveyer belt in this baggage claim area cannot be reached by the connected baggage bay. make sure all conveyer belts can be reached’
I have six baggage claim areas all saying this issue.
If there is any more information which would be useful let me know.

You can take ingame screenshots with F12. It’s hard to see on those self made photos what could be wrong.
One possible thing is, that one of the conveyors is facing the wrong direction. Turn on the conveyor overlay and check every part if the arrow shows the other way.
Also the floor transitions are sometimes facing the wrong way.
As suggestion, get the research done for tilt trays. Then you can link all check-in desk, all baggage bays and all baggace claim zones to one conveyor line and split to the right destination using tilt trays. 
If I can see it right, the conveyor up is facing the wrong way.
Good catch, this is my assumption as well.
