With the restuarants if you are getting no customers at all, check the zoning if they are in the secure or international areas. The game doesn’t like mixed zones and if you have a wall as part of the consession area, you may have to repaint the correct zone over the area each time you load the game to get it to work. I’ve only had this with food franchises not shops.
The game is also very picky about the franchises passengers use, you are best to try different starred franchises in failed ones, or move them around until you find positions that work.
If the zoning is correct I’d love to check this save out in a bug report, can you file one and get back to me with the number here?
