Staff not allocating properly

I keep getting the red exclamation point about having more jobs thatn I have employees. I have 600 employees. There are 10 security stations and they all have the exclamation point saying i need more staff to operate this security station. There are 45 security guards sitting in a staff room like 20 square away.

This is also happening for Janitors and Ramp Agents and occasionally Passenger Service Agents

Any help would be appreciated

I do not work with the terminal zone tool.

Thanks for the response. I worked really long on that airport, but I noticed I was getting the dreaded Out of Index Range Error: I had to kill all that and start over.

1. System.ArgumentOutOfRangeException: Index was out of range. Must be non-negative and less than the size of the collection.
