Maybe you attached a normal road tunnel to your service road / viceversa?
Save and reload and see if it works out. If it doesn’t work and same error occurs again; create a bug report via in game bug report system.

You can also try and see if it will be build with building and material off (via de F10 menu). Please also check if you have dispatched your contractors (has happened me a couple of times 
)
i reloaded it and it got fixed, thanks for the help
