Ramp agents are not loading and unloading luggage to the plane which is causing delays. Anyway to fix this?
Update: If you are having the same issue you need to lower the amount of ramp agents in the cargo bay so that the ones not in their can do the job.
Do you have enough of them? In the jobs panel are there any that are not working?

I hire 4 per medium stand, and generally 2 to 8 for each side of a baggage bay, so that is 4 to 16 just for that. Baggage bay you set how many work there, and it means per side not total.
Or you just hire them until some of them are not working
