Admittedly, I doubt many folks care for this or if it’s even possible. I’d like to be able to limit -currently- my baggage service to large stands. Thus being able to enable baggage operation by stand would be nice.

I think you can already do that. Just connect whichever stands you want to have baggage system to baggage bays. The other stands won’t have this system and passengers will carry their baggages
I tried that and it didn’t work. I ended up with red exclamation marks on the medium stands that were not linked to the baggage system. It fouled the whole system up so I turned baggage service off. 
Yep, right now it is all or nothing. A button for toggling service for each category would indeed be nice.

Service Level Agreements should be part of the airline contracts.

being able to link check-in desks to stands would be nice for those that want to have multiple check-in areas to their terminals w/ passenger efficiency.
