Every time I try to load a save, all of my staff have disappeared. How do I fix this?

This also happened to me. If you have not over saved the instance of when it happened, I suggest you send those save files in, as I could not. I noticed this happened after I closed my airport, closed everything, then reopened it, in hopes that it would help get rid of old bugs (this is a save from a few experimental branches ago). I just ended up rehiring everyone.
