Reload the game. This should help with zones not merging together.

Sometimes zones don’t merge properly. Save and restart. Or remove the international zone and try reapplying it.

This happens now and then, it mostly seems to be a visual issue.

See here, same secure zone, just enabled / disabled zoning overlay.
Funny; I never calculated entrees / exits, they are so close without intent
