Actually, Kuala Lumpur is still right because if you say “Without the level of ground elevation accounted into its height.” then the VHFC doesn’t make it because it is in fact only a small ATC “tower” on top of another otherwise-used building meaning the basically “ground elevation” is higher, right?

Yes KLM. They only stopped service in the netherlands on schiphol during ww2, but continued elsewhere.
