Airport CEO on GOG is legit. It’s been available on there for a while now.

They support achievements. As for mods I’m not 100% sure about that.

Since the launch of ACEO there’s always been to occasional weekly request of being able to get the game on a platform separate from Steam and now you can! GOG will always receive the same types of update as the Steam version, we’re currently deploying 1.0-39 on both. Enjoy!
