the minimum that is required is 2.7 ghz but I have 1.3 ghz is that oké to play the game.

videocard Intel HD Graphics 5000 1536 MB
You can always try. If it doesnt run, you can refund the game within 2 hours of gameplay 
Steam has a quite decent refund policy

Yeah, totally agree with @pderuiter, give it a try and if you don’t like the game for whatever reason you can refund it within two hours!
